PAN delivers targeted humanitarian assistance across six programme areas to the most vulnerable populations in Somalia prioritising hard-to-reach and conflict-affected communities.

Delivery Modality

In-kind food parcels, cash transfers

PAN coordinates with WFP and food security clusters to deliver emergency food assistance to populations cut off from markets and services. Distributions are conducted through community-based distribution points with gender-sensitive registration systems to ensure households most at risk are prioritised. Nutritional screening is conducted alongside distributions to identify and refer children under five and pregnant/lactating women for targeted nutrition support.

PAN's protection programme operates through a network of community protection monitors trained to identify and document incidents of displacement, GBV, child protection risks, and other protection concerns. Monitored cases are linked to appropriate referral pathways including legal aid, psychosocial support, shelter, and health services. PAN also runs safe spaces in selected displacement sites for women and girls.

Delivery Modality

Borehole rehabilitation, hygiene kits, training

PAN rehabilitates non-functional water points, distributes hygiene kits, and conducts community hygiene promotion sessions in target areas. All WASH interventions are designed with community water management committees to ensure sustainability beyond the project period. In emergency situations, PAN deploys water trucking to bridge gaps while permanent infrastructure is restored.

Delivery Modality

Shelter kits, NFI packages, cash-for-shelter

PAN provides emergency shelter kits including tarpaulins, rope, and tools to newly displaced households. Where markets are functional, cash-based modalities are used to support displaced households to access locally available materials. NFI packages include essential household items such as blankets, cooking sets, and jerry cans. All distributions are conducted following cluster standards with community-based targeting processes.

Delivery Modality

Vocational training, small grants, market linkages

PAN's livelihoods programme combines vocational skills training with small business grants and market linkages to support sustainable income generation. Programmes prioritise women-headed households, youth, and persons with disabilities. Training is delivered through community-based vocational hubs, and graduates receive seed grants and ongoing business mentorship to establish viable livelihoods.

Delivery Modality

CHW support, referral facilitation, health education

PAN trains and supports community health workers (CHWs) to provide basic health education, conduct community-level screening for malnutrition and common illnesses, and facilitate referrals to the nearest available health facilities. In communities with no health facility access, PAN advocates for mobile health outreach and coordinates with health actors to establish regular service points.

Community Registration

Communities or individuals can register for assistance through PAN's local field teams or community focal points present in target areas.

Vulnerability Assessment

Registered households undergo a needs and vulnerability assessment to prioritise assistance to those most at risk.

Programme Enrolment

Eligible households are enrolled in the appropriate programme based on their needs, and receive information about entitlements and processes.

Assistance Delivery

Assistance is delivered directly to enrolled households through secure, community-based distribution or digital transfer systems.

All PAN aid programmes are delivered in accordance with humanitarian principles of humanity, neutrality, impartiality, and independence. Assistance is allocated based solely on need.
